Staffing efficiency (Staff ÷ Required) rolled by period. Basic cost of service at 100% efficiency vs 10% inefficiency — labor dollars from hours × rate.

Same interval hours; FTE hat of 8 / 40 / (days ÷ 7) × 40 so finance and the floor share one number.
